NTSC-USA Special Gift/Letter - Tested & working. This is a copy of the gift file that came on the memory card packaged with the game (it has a sticker on it). The game checks if the gift data is on the card, and if it is the next in game day you receive a letter containing the gift. As long as the data is present on the card you will always receive the letter the next in game day after creating a new town even if you delete your town and make new ones. PAL Special Gift/Letter - Tested & working. This is a converted NTSC-USA file. It worked on my PAL copy of the game. The different language options for the letter will likely not be available but I haven't tested this.
